Losing the power of the Golden Coins made him slightly shrink at the end of ML2.
But I'd say he is fairly large in the early Wariolands. And he's nearly as tall as Syrup.

Mario vs Wario uses the same proportions and in Wario's Woods, he has a Giga-form.
