I’m guessing each eye is a reference to something? Unfortunately, I can only recognize one, and that one’s the most obvious!

The "main" eyes at the bottom-center are regular eyes. Going clockwise from there: Fleischer-esque cartoon, the Martian from THE WAR OF THE WORLDS, anatomical cutout, Sonic, a cat, mechanical (no specific reference), goat, insect, another mechanical (again, nothing specific), and scared cartoon.
